Pyrotechnics and Special Effects Operators Subsidy Scheme

The Pyrotechnics and Special Effects Operators Subsidy Scheme is open for application from February 18 to March 11. The Scheme will provide a one-off subsidy of HK$10,000 to each eligible special effects operator (SEO) and assistant (SEA) holding at least one valid licence between 1 February 2021 and 31 January 2022 issued under the Entertainment Special Effects Ordinance (Cap. 560) and its subsidiary legislation, and who have not benefitted from any other sector-specific subsidy schemes under the AEF since January 2022. For practitioners who are holding different types of SEO/SEA licences, they would only be eligible to receive a maximum subsidy amount of HK$10,000.

Implementation of e-Licensing Services

In order to meet the targets of e-licensing services as announced in the Chief Executive’s “2020 Policy Address”, the Entertainment Special Effects Licensing Authority (ESELA) has enhanced its computer system to issue permits or licences in electronic mode to stakeholders via e-mail (i.e. provision of e-permits/e-licences). It will replace the current paper mode and further implement automated electronic services. The permit/licence in electronic mode is as valid as that in paper mode. Pyrotechnics and Special Effects Operators Subsidy Scheme under the Anti-epidemic Fund of the Government of the Hong Kong Special Administrative Region

The Government has established the "Pyrotechnics and Special Effects Operators Subsidy Scheme" (the Scheme) under the Anti-epidemic Fund (AEF) to provide financial assistance to licensed special effects operators/assistants. The Scheme is now open for application from today (23 October) to 5pm, 13 November 2020.

The Scheme will provide a one-off subsidy of HK$7,500 to each eligible special effects operator (SEO) and assistant (SEA) holding at least one valid licence within 2020 (between 1 January and 30 September 2020) issued under the Entertainment Special Effects Ordinance (Cap. 560) and its subsidiary legislation, and who have not benefited from the Employment Support Scheme or any other sector-specific subsidy schemes under the AEF. Same practitioners holding different types of SEO/SEA licences should only be eligible to receive a maximum subsidy amount of HK$7,500.

The Government has increased the licence/permit fees chargeable under Cap. 560B Entertainment Special Effects (Fees) Regulation for activities related to the production of special effects in film production and entertainment programmes by 11.1% to 14.4% (see Annex A). The fee increase is attributable to the increase in cost for processing the licence/permit applications.

The new licence/permit fees are set out in the Entertainment Special Effects (Fees) (Amendment) Regulation 2019, which was gazetted on 12 April 2019. These new fees have taken effect since 1 July 2019.
